I know some people with crazy eyes and I try to stay the hell away from them, but it is still my duty as a civilian (and yours) to keep one eye upon them. As sure as what goes up must come down, someone with crazy eyes will one day do something crazy. Whether it be a "good" crazy (pulling a Jackass-esque stunt wherein they are the only idiot to be hurt) or a bad crazy (see: any unsub in any episode of Criminal Minds) is up to them, but it's up to you to alert the appropriate authorities before or during or immediately after it happens.
Also, didn't anyone recognize the SIGNS?? She was 27 and wearing a headband, for chrissakes!!
